Since the beginning of this year, our city has taken the hydrogen energy industry as a pilot project in accordance with the unified deployment of the province , giving full play to the efficiency of quality infrastructure and improving the quality level of the industrial chain and supply chain.
Recently, the State Administration for Market Regulation released the interim results of the work on strengthening the quality chain . The work on the coordinated improvement of the quality of the hydrogen energy industry chain and supply chain in Liaoning Province, led by our city, was successfully selected as one of the first 100 key projects for strengthening the quality chain in the country.
The work of improving the quality of the hydrogen energy industry chain and supply chain is led by Dalian Market Supervision Bureau and Mingyuan Technology (Dalian) Co., Ltd., which organizes 181 enterprises, technical institutions and 25 scientific research institutes to participate in the joint efforts. Focusing on the bottlenecks, difficulties and pain points of the high-quality development of the hydrogen energy industry chain, we have formed “three lists”, sorted out 37 key quality issues, drawn two quality work maps , completed the patent navigation report of the hydrogen energy industry, and continued to promote the integrated development and engineering application of hydrogen fuel cell systems for high-power vehicles and ships. 17 key quality technology projects are being tackled . Accelerate the development of standards for key links, fields and products, and are formulating 10 national, industry, local and group standards such as the safety technical requirements for hydrogen power generation systems for fuel cell power generation systems.
Dalian is the core area of the province’s hydrogen energy industry
Based on the needs of industrial development, the Municipal Market Supervision Bureau, relying on quality empowerment technical institutions such as Dalian Inspection, Testing and Certification Group Co., Ltd., is preparing to build the National Hydrogen Energy Storage and Transportation Equipment Industry Metrology and Testing Center, the Regional Hydrogen Energy Standardization Technical Committee, the Hydrogen Quality Inspection Center , and the Hydrogen Storage Cylinder and Hydrogen Fuel Cell Pressure Component Inspection and Testing Center. The quality chain support project has been implemented, and the development of a number of quality infrastructure projects such as the measurement and calibration equipment for compressed hydrogen filling machines and the high-pressure hydrogen storage bottle fire test (detection method) has made phased progress.
Strengthening the quality chain is an important measure for the market supervision department to implement the spirit of the Third Plenary Session of the 20th CPC Central Committee and the Central Economic Work Conference, strengthen quality support and standard guidance, and develop new quality productivity. Based on the functional carrier of the market supervision department, Dalian City has innovatively launched a new NQI+IP one-stop service model , integrating quality infrastructure elements such as measurement, standards, certification and accreditation, inspection and testing, quality management, and intellectual property rights, and building a new quality improvement model of “chain leader organization, chain leader leadership, chain member collaboration, basic support, and technical empowerment” to serve the linkage improvement of industrial quality and enhance the resilience and security level of the industrial chain and supply chain. In the next step, the Municipal Market Supervision Bureau will improve the system mechanism, focus on building an ecological circle for the linkage improvement of the quality of the industrial chain and supply chain , and promote the work of various fields and lines around the goal of strengthening the quality chain, forming a good situation of resonance and force in the same direction.
It is understood that a total of seven industrial chains in the province have been shortlisted for the national 100 key projects for quality chain strengthening, ranking second in the country. It is also reported that the Liaoning Province Quality Chain Strengthening Experience Exchange and Excellent Quality Management to Promote Hydrogen Energy Industry Promotion (Dalian) Conference will be held in Dalian in the near future.
